Résumé
Julien LECOLLINET holds an MSc in Civil Engineering from Ecole Centrale of Nantes in 1998. He has 24 years of experience in the field of land and water resources and rural development engineering, with primary expertise in the area of irrigation and drainage.
As a project manager or as an engineer, his extensive expertise gained on more than 50 development projects worldwide is covering most of the topics associated to the irrigation systems and rural development: planning of development, water resources management, governance, organization of O&M, assessment of irrigated agriculture, engineering design, procurement and E&S safeguards.
His experience allowed him to work confidently at all levels: master planning at national and basin level, studies and design at a scheme level and diagnosis and expertise in the field.
His involvement also covered each step of a project life cycle: Diagnosis and assessment of needs, Project identification and formulation, feasibility studies and detailed engineering design, bidding documents and procurement, works supervision, and post project monitoring.
From his positions as an engineer working for the French irrigation companies, he gained a true experience in the challenges faced for sustainably delivering a good level of water service to the customers. Particularly from his current position as a member of the board of the SCP – Société du Canal de Provence, the French leading irrigation company.
He is familiar with the development and application of numerical tools to support land and water analysis and also has knowledge in the field of Remote Sensing.
He can justify very valuable experiences carried out in the last 15 years as a Project Manager for projects in West Africa, Middle East, Balkans and East Asia in particular, involving the development of strategic planning analytical tools.
The key projects he has been involved in, which are the most relevant for this position are the following:
- From 2011 to 2014 he was responsible of the Irrigation sector for the Iraq master plan for the use of Land and Water resources. A strategic study employing more than 100 experts for a contract of nearly 36 M USD.
- In 2015 he was responsible for the Irrigation sector for the Mekong basin management plan, a multistate and transboundary master plan for the use of water resources in the Mekong river basin
- In 2019-2020 he was the Team Leader for the development of the Kosovo Irrigation Master plan where he supervised a team of 30 experts, involved into the preparation of an investment framework
